About Resource and Location Strategy Staffing Office

The Staffing Office functions works as a centralized model in support of Citi’s Technology organization to deliver a best in class service to its clients. The Program utilizes a centralized Recruiting structure to engage staff augmentation contractor resources for the firm. The model facilitates speed to market and the ability to obtain top talent in the market place. In addition, cost savings are achieved through leveraging buying power, and risk is mitigated as a result of a consistent set of processes and procedures in alignment with Corporate Due Diligence requirements. The onboarding and offboarding of contractor resources is also centralized allowing for repeatable processes, which foster expedient cycle times. The streamlined process allows for resources to start their engagements within the required timeframes so there is no impact to project deliverables.

The Staffing Office has expanded its current engagement model in support of all the various within Citi Technology, as well as the operations organisation globally.

Role Outline/Job Summary

The Staffing Office is responsible for supporting all areas of Citi Technology. The Client Partner will have responsibility for supporting one of the sectors including day to day recruitment, as well as Program roll out.

Business/ Department

Objectives :

Deployment of Global Staffing Office function as centralised source for nonemployee recruitment, onboarding and oversight of population. Ongoing management of day to day operations to achieve cycle time and preferred supplier compliance goals, as well as oversight for approvals in accordance with Citi’s Expanse Management Policy.

Core Responsibilities:

•Fulfillment of new contractor roles that are domestic staff augmentation in nature via utilization of preferred supplier community.

•Client management to socialize the new engagement model, including approach and SLAs.

•Development of strong partnerships with internal client base including Chiefs of Staff (COS) to ensure alignment with Program objectives

•Implementation and ongoing management of Program to consolidate nonpreferred supplier community in order to achieve cost savings and streamline supply base

•Renewals of existing contractor resources including end date and spend depletion management

•Ensuring all requests for contractors are in alignment with Resource and Location Strategy

•Responsible for accuracy and data integrity of contractor requests for approval

•Responsible for ensuring Recruiting Support resources achieve 24-48 hour cycle time for completion of onboarding (Due Diligence, IDs, Visa clearance, and Work Order finalization) for all resources (onshore and offshore)

•Supplier management to ensure adherence to operating principles and quality levels from supply base including responsiveness and ability to deliver effectively

•Proactive management of legacy subcontracting utilization via action planning with each preferred supplier to ensure exposure is reduced/eliminated over period of time

•Ensure complete and accurate information/ data in sourcing system including bill rates, start dates, end dates, job description, manager information, etc.

•Ensure all rate increase requests are accurately and comprehensively documented via the weekly template for management review and approval.

Qualifications

Req Qualifications:

Preferred Experience:

•Extensive years in staffing industry, sell and buy side

•Extensive years of Recruiting/Sourcing experience on buy side within a financial services organization

•Extensive years experience rolling out and executing within a centralized model

Skills:

•Strong organizational and detail oriented skills

•Staffing Subject Matter Expert

•Ability and experience working in a fast paced, high pressure environment

•Ability to multi-task on a consistent basis

•Supplier management experience with staff augmentation providers including day to day tactical management and strategic performance management

•Strong problem solving capabilities

•Experience with automated end-to-end sourcing tools including implementation and organizational change management

•Excellent written and oral communication skills including solid presentation skills.
