About the Agency

The selectee for this position will serve as a Program Analyst in the Department Of Navy, Strategic Systems Program Liaison Office. This position is located at the Ministry of Defense (MoD) Abbey Wood, Bristol. United Kingdom (UK). The Strategic Systems Programs Liaison Office (SPUK) represents the U.S. Navy's Strategic Systems Programs (SSP) to the United Kingdom by providing effective communication, coordination and oversight of the technical and liaison functions in support of the TRIDENT II Strategic Weapons Systems (SWS). The incumbent of this position serves as the Senior Policy advisor to the UK responsible for US/UK Trident liaison to the UK Trident Program and when tasked, represents the SPUK Office in the absence of the Officer In Charge (OIC).

This position is equivalent to the GS-14/ GS-15 level. This position's salary is capped at the GS-15 step 5 and may not exceed this amount without a High Grade approval.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

Duties

The successful selectee will perform the following duties:

  • Advise senior leaders on actions required to comply with legislation, policy, or regulations, as specified in the 1963 Polaris sales agreement and related policy documents.
  • Develop analytical or evaluative methods to assess the effectiveness of program development or execution.
  • Influence managers or other officials to accept findings from organizational analysis, (e.g. audits, surveillance, inspections).
  • Persuade others to accept new methods, work procedures, or organizational relationships.
  • Use qualitative and quantitative analytical needs to develop, and execute continuous process improvement activities within an organization.
  • Plan, coordinate, and facilitate senior (flag, SES) meetings between United States and United Kingdom program managers in support of the 1963 Polaris Sales Agreement.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 pay band or GS-13 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Planning, analyzing, and evaluating the effectiveness of administrative systems and programs, legislative and regulatory requirements related to the research, development, and manufacture of strategic weapons systems; 2.) Applying wide range of qualitative and quantitative methods and fact-finding and investigative techniques to assess and improve program effectiveness, or to improve complex management processes and systems; and 3.) Applying strong communication skills to negotiate and liaise with management, federal or foreign government officials, and private industry representatives to accept and implement recommendations.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final top secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field Program Management at Level II. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Tour of duty will be 36 months.

This position is eligible for part time, full time or ad-doc telework at the discretion of management.
