The primary purpose of this position is: To manage the day to day utilization of limited airspace resources by assigned fighter aircraft and coordinating aircraft participation in exercise and real-world operations.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

SPECIALIZED EXPERIENCE:GS-0301-11: One year of specialized experience which includes comprehensive knowledge of the complexities relating to fighter aircraft employment capabilities, performance limitations, fighter mission roles, and weapon employment limitations as a minimum. Knowledge of Air Force operational flight plans and the impact of specifics relating to aircraft limitations. RAF Lakenheath maintains three different aircraft systems with distinctly different missions, all instituted with unique requirements and limitations. Knowledge and familiarity of aircraft servicing procedures, Air Traffic Control rules and regulations, flight planning requirements, interpreting Notices to Airmen and other pertinent flight publications. Though knowledge of policy when providing informed opinions to the Wing and Operations Group Commanders for recommending specific actions on any aspect of maintenance or flying operations. Thorough knowledge of advanced techniques to accurately evaluate and analyze any aircraft related issue in order to predict the consequences on future operations. Advanced knowledge of aviation tasking deadlines related to scheduling assigned fighter aircraft. Thorough knowledge/understanding of shared US and NATO aviation terminology designed to expeditiously and effectively coordinate the evaluation process for complex fighter training issues, necessary for US and NATO training exercises and operations. This requirement minimizes interfaces with NATO agencies that may have language and interpretation barriers. Thorough knowledge of advanced techniques to evaluate operations processes, identify problem areas and probable causes and make recommendations on problem solutions. Knowledge and ability to effectively negotiate aircraft training and scheduling tasker's and sortie executions with USAFE leadership, for the purposes of gaining real-world and training operational support. Comprehensive knowledge to effectively coordinate, collaborate, evaluate, and partner to work vast aspects of the operational duty requirements supporting aircraft scheduling processes with assigned personnel. To include, the responsibilities of to managing the Wing's flying hour program, fighter operations, turn patterns, maintenance actions and budgeting designed to plan and independently adjust each of the three assigned aircraft. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fighter aircraft employment capabilities, performance limitations, fighter mission roles and weapon employment limitations. 2. Knowledge of aviation rules and regulations, including Air Traffic Control rules and regulations, flight planning requirements and aircraft servicing procedures. 3. Comprehensive knowledge of aviation terminology. 4. Knowledge of scheduling fighter aircraft flight time, in relation to Royal Air Force aviation structure and operations. 5. Interpersonal skills: ability to brief/give presentations/communicate/negotiate. 6. Ability to communicate effectively and tactfully with military and civilians of all ranks.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
