Role Overview

Senior HSE Manager acting as Head of CorporateSafety for the Built Environment (BE) PU, providing HS&E advice andguidance to the BE PU to support the achievement of local, regional and globalHS&E targets in line with our Beyond Zero culture of caring. The role willbe based in our Manchester First Street Office.

The role holder will be responsible for supportingthe BE PU Senior Leadership Team in their duties to protect people from harm,and for collaboratively developing strategies that drive performance andsupport continuous improvement across the BE Business Unit. The role reportsinto the Regional Head of Safety for Transport, Built Environment, Energy Wasteand Water.

Key Responsibilities (but not limited to) :

  • Coach, guide and advise senior operations partners in HS&E requirements to meet corporate and regulatory compliance.

  • Provide corporate Health, Safety and Wellbeing governance and assurance to the Regional Head of Safety.

  • Assist in the development review and implementation of Jacobs UK wide processes and procedures across the PU

  • Tailor, develop and deliver line of business specific training in line with corporate requirements.

  • Provision of Strategic HS&E advice to the PU.

  • Develop pertinent and relevant PU specific continuous improvement plans and assist in monitoring their achievement.

  • Devise and manage a monitoring schedule that reflects Jacobs and OSHAS 18001 and ISO 14001 requirements and provides corporate governance.

  • Assist in defining and managing interfaces and relationships with the business, participating in meetings and visiting office and field locations as appropriate

  • Maximise the boundryless use of HS&E resources across geographies, lines of business and regions.

  • Constructively share positive highlights and opportunities for improvement within and across the business.

  • Support strategies for developing the HS&E team, including career development, succession planning and scheduled timely performance appraisals for direct reports.

  • As appropriate, Network with industry associations, companies, Safety professionals and regulatory bodies. Benchmark against industry and company standards.

  • Participate and engage with Jacobs bid/proposal process.

  • Participate, engage, monitor and develop Beyond Zero initiatives including mandatory Introduction to BeyondZero training.

  • Provide BU input to a weekly and Monthly Report with highlights and analysis

  • Attend weekly HS&E call.

  • Ensure all Corporate Governance for PU e.g. SERs (Office, Project and Site) and inspections are up to date, providing support to close out actions.

  • Identify HS&E Corporate training requirements and hold PU HS&E training matrix

  • Provide HS&E data for monthly OPRs as required.

  • Provide support to Clients Satisfaction Surveys and any improvement opportunities

  • Monitor TRiP reports for travelers.

  • Implement leading indicators with increased monitoring on every new project through planning and execution and where possible on existing projects.

  • Guide and mentor BeyondZero teams.

  • Encourage SOR participation and monitor close out.

  • Support accident and incident investigation and the implementation of improvement opportunities.

  • Prepare lessons learned on WPS 4&5 Events.

  • Ensure JSIMS completion including leading of investigations and root cause analysis for all events.

  • Take a leading role in the recruitment of HS&E resources into the business.

  • Drive personal development to ensure continued suitability for the role.

Built Environment Specific Functions

  • Represent H&S as a member of the BE Core Teamand Senior Leadership Team to ensure that HSE is maintained as a key focus forthe business leadership team.

  • Provide technical advice around the CDM Regulations2015 to design teams and senior management.

  • Support the design teams in respect of Safety inDesign and compliance with CDM 2015, working closely with the CDM Team tomaintain a consistent high standard of service to the business.

  • Provide HSE, CDM and Safety in Design input insupport of bids through Operational and Global Sales teams.

  • Establish and maintain strong relationships withour key client organisations to support their HSE aspirations and requirements,whilst spreading our BeyondZero culture of caring message.


Essential Criteria:

  • Degree – bachelor degree in safety or other relatedfield preferred; or advanced technical training in a related field; orequivalent education and experience.

  • CMIOSH or similar accreditation to a professionalH&S body;

  • CMaPS or IMaPS level registration with the Associationfor Project Safety

  • Experience in an HSE managerial/leadership positionor similar experience;

  • Experience developing HSE ManagementSystems and processes.

  • Experience in implementing HSE requirements onrelevant construction projects

  • Experience of CDM and managing it’s practicalapplication to projects

  • Experience in Corporate and Project Audits
